Job Description: The Commonwealth Secretariat is strengthening the delivery of its Strategic Plan to contribute more effectively to its member states’ commitments under the Commonwealth Charter, the UN Sustainable Development Goals (SDGs) and COP 21 (as well as the aspirations of COP 22). Within the context of the Secretariat’s results-based management culture, the development of a Commonwealth dataset focused on governance indicators that reflect the organisation’s niche areas would, first of all, strengthen the Secretariat’s own internal ability to support member states’ progress in areas aligned with the SDGs from a common base. Secondly, and as this initiative progresses, the Secretariat would aim to make this database, or tailored elements of it, available to member states, bearing in mind political sensitivities. The overarching high-level goal of the Commonwealth dataset is to strengthen the Commonwealth’s work in supporting member states to achieve their development priorities under the SDGs and the Commonwealth Charter, by facilitating experience sharing, and further streamlining Commonwealth governance assistance in an evidenced-based approach. Scope and Purpose of Assignment The Consultant will report directly to the Adviser and Head of Africa (Political Division). He/She will work collaboratively with all Sections in the Political Division, the Partnerships team in the Communications Division, and a cross-divisional Project Team, the members of which will be the focal points for their respective Divisions. Through the Project team, the Consultant will consult extensively within the Secretariat, and externally (with the MIF and other relevant organisations, including data providers) in producing a detailed proposal. This proposal will contain recommendations and a costed implementation plan on options for a Commonwealth Governance Dataset.
Requirements: • A tertiary degree in economics, econometrics, or a related field. • A postgraduate degree or equivalent in economics, economic development, social sciences/humanities such as development studies, or other relevant disciplines. Experience • At least 10 years’ working experience as an economist or in the field of economic and social development, statistical/data analysis, or a researcher in the aforementioned fields. • The successful candidate will have a proven track record of conducting applied quantitative research in the social sciences, development studies, statistics, economics, and will have a sound background in research. S/he will be familiar with conceptualising frameworks and measurements for meeting development goals. • Substantial experience working in a development organisation in a similar role or/and in developing countries will be an asset.
